The phrase “不怎么样 (bù zěnmeyàng)” means “nothing special” or “just so-so.” People often use “不怎么样 (bù zěnmeyàng)” to show his/her feelings or opinion about something.
For example:

Wǒ juéde zhè jiàn qúnzi bù zěnmeyàng.
我    觉得 这 件     裙子  不    怎么样。
I don’t think much of this dress.

However, “怎么样 (zěnmeyàng)” means “how is someone/something?” and is used to ask for an opinion.
For example:
