On the one hand, “千万(qiānwàn)” and “万千(wànqiān)”, meaning “ten million”, both refer to a huge amount.

Examples:

Zhèlǐ měinián dōuyǒu qiānwàn kē shù bèi kǎndiào.
这里  每年      都有      千万      棵  树  被   砍掉。
Every year about ten million trees are cut down here.

Tāde gēshēng mízhùle wànqiān fěnsī.
她的   歌声      迷住了   万千     粉丝。
Ten million fans are obsessed with her song.

On the other hand, “千万(qiānwàn)” can be used to express requests, advice and exhortations, means “must/be sure”. While “万万(wànwàn)”, which is used as an adverb in negative sentences, means “absolutely”.

Examples:

Nǐ qiānwàn búyào gàosu tā zhèjiànshì.
你  千万      不要    告诉  他  这件事。
Never tell him about this!

Qǐng nǐ qiānwàn yào bǎozhòng.
请     你  千万      要   保重。
Please do take care of yourself!

Wǒ wànwàn méixiǎngdào tā zhème zǎo jiù jiéhūn le!
我   万万        没想到        他  这么   早  就  结婚  了!
It never occurred to me that he got married so early!

Zhèshì wànwàn bùkěnéng de.
这是     万万       不可能    的。
It’s absolutely impossible.
